A Bold Promise

When Labor unveiled the $10 billion Housing Australia Future Fund, it was hailed as a groundbreaking solution to Australia’s housing crisis. The ambitious plan included:

  • 20,000 new social housing homes.
  • 10,000 affordable rentals for frontline workers like police, nurses, and cleaners.
  • $200 million to improve housing in remote Indigenous communities.
  • $100 million for crisis and transitional housing.
  • $30 million to build homes and provide specialist services for veterans.

It sounded like the perfect plan, but is it enough to meet the growing demand?


The Reality Check

In September, Labor announced 185 projects with the potential to deliver over 13,700 social and affordable homes. However, only 700 homes are expected to be completed this financial year.

While the overall goal of 1.2 million homes by 2029 remains, independent reports suggest this target might be missed unless significant changes are made.


Roadblocks and Delays

Several issues are threatening to derail Labor’s housing ambitions:

  • Public housing waitlist: 170,000 people.
  • Homeless population: 122,000 people.
  • Housing stress: Tens of thousands of families.

Construction timelines have blown out significantly:

  • Standalone houses now take 12.7 months to build, up from 9 months 15 years ago.
  • Apartments take 33.3 months, compared to 18.5 months previously.

What’s Holding It Back?

Denita Wawn, CEO of Master Builders Australia, highlighted the key challenges:

  • Labour shortages and declining productivity.
  • Supply chain disruptions.
  • Complex regulatory processes.
  • Delays in critical infrastructure.

She called for urgent reforms, including:

  1. Streamlining approval processes.
  2. Adopting digital solutions.
  3. Incentivising local and international workforce growth.
  4. Strengthening domestic supply chains.

The Economic Impact

Eleanor Creagh, senior economist at REA Group, pointed out that the housing supply shortfall is driving up rents and property prices. She warned:

“Planning reforms are necessary but insufficient. Without addressing labour shortages and construction costs, meeting housing targets will remain challenging.”

Australia faces a monumental challenge: tackling the housing crisis amidst labour shortages, rising construction costs, and cumbersome regulations.

Labor’s promise to deliver affordable housing is ambitious, but can it deliver? Only time – and decisive action – will tell.
